Indian Nationals

For most of Kinnaur including Sangla, Rakcham, Kalpa, Reckong Peo, and Nako — no permit required. Carry a valid government-issued photo ID.

For Chitkul specifically — as of current regulations, Indian nationals do not need a permit. However, you cannot cross the marked civilian boundary beyond the village.

Foreign nationals require an Inner Line Permit (ILP) to visit areas near the Indo-Tibet border, including Chitkul and upper Baspa Valley destinations.

Sangla itself does not require a permit for foreign nationals, but you will need one before proceeding toward Chitkul.

Where to Apply

District Magistrate's Office, Reckong Peo

The primary processing centre for Kinnaur ILPs. Located in Reckong Peo town, typically open Monday–Friday 10am–5pm.

SDM Office, Sangla

Sub-Divisional Magistrate in Sangla can also process permits for the Baspa Valley. Useful if you've already arrived in Sangla.

⏱️ Processing time: Usually same-day if you arrive before noon. Bring photocopies of all documents — the offices typically cannot make copies for you.

Documents Required

  • Valid passport (original + 2 photocopies)
  • Valid Indian visa (original + 2 photocopies)
  • 2 recent passport-size photographs
  • Completed application form (available at the office)
  • Details of your accommodation in the region
  • Planned itinerary with specific destinations

ILP Conditions

  • Permits specify valid dates — apply for the exact dates of your visit
  • Present permit at checkpoints when requested
  • Do not enter restricted military zones regardless of permit
  • Register at local police stations in some villages
